Is Audio content purchased via iPhone, but not from Apple, playable in Apple Music without computer syncing it over?

Can independently purchased content (for example mp3) and downloaded to an iPhone be added/imported/seen and played within the Apple Music library and player. Assumptions: content not purchased on the Apple Store (iTunes); user only has an iPhone; there is no computer authorized to handle download and sync to the iPhone to get content into Apple Music library.

Specifically: I would like to be able to add (import) audio content to the new Apple Music library and play it there as part of my music library even if not purchased on iTunes or Apple Music/iTunes store. Has Apple removed this restriction that exists in iTunes? In iTunes this independently purchased content is not visible, unless it gets synced over using a computer authorized together with the iPhone).
