Keep getting "setting up your Mac" screen after 10.15.3 and programs keep auto-opening

Ever since upgrading to 10.15.3 on my 2016 13" MBP with TouchBar, everytime I reboot or start up I get the "Setting up your Mac" screen. It doesn't stay long, but it keeps coming up. I have also noticed that, despite the option being unchecked, every application that is running is being restarted automatically on restart or shutdown. Is anyone else having this problem? Any suggestions?
