How do I stop Photos from thinking the photos on my phone are new and trying to sync them again?

I have iPhone 11 Pro and running iOS 13.3.1 and when I hook up to my iMac running OS 10.15.3 Catalina, the Photos app on my iMac thinks that a few thousand of my existing photos in my library are new and need to be synced into the App Photos app. However, I share the photos library across all the sane.

Is there a way to make Photos recognize that these are the same photos already in the library and have it stop trying to import them again.

My iPad is Model MD526KS/A. So the prpblem for me is that I tried to update NY Times, but I was informed, that I should have iOS 11.0 or later update so that I could have the update. My iPad has version iOS 10.3.4 (14G61). Why can't I update it?
