My Mojave Macs aren't formatted APFS after replacing HHD with SSD

I had my hard drives replaced with SSDs on my mid-2012 MacBook Pro and my 2013 iMac, in July 2019. When I try to install Catalina I get the message on both machines that they aren't formatted APFS. They both were running Mojave already. From what I have read, High Sierra and then Mojave were supposed to switch journaled drives to APFS at upgrade, so I assume that the technician who installed them (he's the Apple tech at a local college) somehow undid that. Can I reformat them myself, or do I have to contact the tech? I do have backups on Time Capsule, but if I do it myself, would I be able to reformat without erasing the SSDs?
