macbook pro 2017 stops opening apps after using up a certain amount of disk space

My Macbook Pro 2017 stops opening up apps after it uses up a certain amount of space. Currently, it has 150 gigs of disk space left, but when it uses up about 20 gigs, it stops opening apps for some reason. The apps I have open at the time when it stops opening apps still work, but I can't open any other apps afterwards. My disk utility isn't picking up wrong with my hard drive, and I have completely wiped my Macbook Pro and restored it with a backup, but the issue is still there. It can be temporarily fixed by restarting the computer, which resets the used up disk space.
