Bookmarks Folders

When I create a new bookmarks FOLDER, how do I get it to appear at the top of the list of existing bookmarks folders? On my old iPad Pro (2016), the most recently created bookmarks folders were placed at the top. But on my new iPad Air 3, newly created bookmarks folders are placed at the bottom. This is very inconvenient, given my long list of bookmarks folders. Incidentally, I did set up my new iPad Air by restoring it from an iCloud backup of my old iPad Pro.
