Macbook Pro 2013 retina boot crash

So last day I was using my MBP normally without any issues and shutdown before going to sleep. Today I press power button and the chime sound came very late, it boots up to a window where I put my password in and on the loading bar it crashed. It seems like it crashes after a certain amount of time after pressing power button.

I tried probably everything: NVRAM, SMC reset which doesn’t work. Boot on external drive, boot with another SSD, run diagnostics. Basically no matter how I boot my laptop power cuts of after 30sec or so.

Is this a sign of faulty motherboard?

How do I make my external hard drive work on my MacBook Pro?

Can you recommend an External Hard Drive that is compatible with Mac Catalina 10.15 and Windows simultaneously? I like to use my hard drive on both my PC and Mac. Thank you!
