Photos in iCloud not available on MacBook Photos

Recently the photos I have taken on my iPhone are no longer available to view/download in Photos on my MacBook. If I go to my online iCloud library I can see the photos taken on my iPhone there but they do not download to Photos on the MacBook. Photos that I import from a SD card directly to the MacBook appear in the iCloud library online and are available to view on my iPhone. At the bottom of the Photos screen there is a message stating the number of photos and videos, then below, 'restoring from iCloud….' This has been showing for about a week now and it appears that nothing is changing. All my previous iPhone phots are there to view, it's just the ones taken in the last couple of weeks that do not appear. I have over 1TB of storage remaining in ICloud.

Any help or suggestions????
