"Approve this iPod" doesn't work – And you can no longer disable Two-Factor Authentication

Bought an iPod for my daughter and want to set it up with family sharing. Of course, she cannot access the apple music libraries. The device tells me to "update apple ID settings" but when I do I get a screen saying "Go to one of your other devices signed in to iCloud to approve this…" It's a known defect in Apple 2FA and the fix is to disable 2FA. But, Apple has disabled the ability to disable the defective implementation. Ironical?

Normally I'd go to an apple store and say "fix it or process a refund" which they are pretty good about. But the stores are all closed due to the virus so her window to return this will expire before the stores open.

So… I'd like an official fix from an apple employee please and thanks.
