Chowchilla default location for California?

Apple took a chunk of photos that I wanted to have "California, United States" as the location, but they insist on having a city, and so the system added Chowchilla. Now, I'm unable to leave the fields blank on each photo, at least when I try to bulk change location to blank for all of them.

Why in the world is it important for the Photos app to have a specific location. What if the user has no idea, but would PREFER to not put some random and invalid location that Apple devs decided on?

I changed them all to Apple HQ aka Apple Park. Whatever. I'm so disappointed with the updates since 2019. I mean really disappointed.
