why i Can't unlock my iphone with correct ID/credential after update using itunes?

I update my i5s to IOS 12,4,2 via itunes end up to activation locked. I remove/delete the device from icloud @ FindMyPhone assuming that it will automatically unlocked after update.but it was not… I manually do the activation process using the correct Icloud ID/credential but it says "the apple ID t********@icloud.com cannot be use to unlock the iphone." anyone can help me pls.
