macOS High Sierra

The volume recovery on disk1s3 couldn't be unmounted because it is in use by process 0 (kernel)

I tried to erase and reinstall a mac os on an Imac and deleted the Macintosh HD Volume and now I have a container disk1 which is an APFS so when I try and reinstall it fails. I cannot erase the container disk1 from disk utilities nor can I do it from terminal (eg. diskutil apfs deleteContainer disk1) I am in internet recovery Cmd + Opt + R. not just recovery mode Cmd + R. Please help I keep getting the error The volume recovery on disk1s3 couldn't be unmounted because it is in use by process 0 (kernel)
