Startup issue

When I power on my MacBook Air, part way through boot up I get the following message: "MacOS could not be installed on your computer. An error occurred while loading the installer resources. Quit the installer to restart your computer and try again." Followed by a "Restart" button. If I push that button the problem simply recurs. How do I "quit the installer" (or is pushing the "Restart" button doing this?) What should I do now?
