Reformatting a Toshiba External Hard drive

I have had my Toshiba HDD since 2015. My first Macbook Air was a 2013 and the photos were backed up onto the drive before my laptop was stolen. I believe I denied the opportunity to reformat a few years ago when the drive pushed the question on me. When I try to move the photos into my photo library it says "Photos Library" which some of you may remember as the old Apple Library Application. It says the format is not correct to allow the upload. Does anyone know how to fix this problem?
