File permission over shared folders

i have setup a mac mini as my sharing file server for the company.

all the sharing permission is set correctly to read and write for the shared users.

however when i create/write file from logged in computer to the mac server, only the user who created the file can access the file, and other user can't. it will be come read only for all the other users.

how can this be fixed so that when a user creates a file, another user can access and write to it?

i have high sierra installed for the file server.
