macOS High Sierra

Why does Safari ignore input from my Apple wireless keyboard from time to time?

Bluetooth connection is fine, and all other applications recognize keyboard input. Only Safari decides that it won't accept it. The search/address input field at the top does accept it, but no web page will do so.

This occurs on occasion, with no discernible pattern. I've tried fiddling with the Settings but nothing helps.

I can't apply last the security update (September 26, 2019-005) to my macOS High Sierra 10.13.6 (17G66) via AppStore or .pkg on .dmg. Is (17G66) the last build for MacBook 7,1 since it's impossible to update 'til now?
