Apple script to import image into Photos — And specify which Photos Library?

I have 2 Photos Library — one that syncs with iCloud, and one for unedited photos. The latter is set up to not import photos, but reference them.

I have a script (Quick Action type) that imports new images from a folder. I want new images to import into my non-system, non-iCloud library. The problem is that the script imports into the last Photos library I opened. If its the System Library, then that is where they go.

While it doesn't take that long to alt-start Photos and pick the correct library, it means the import script is not much of a time saver compared to importing from inside Photos after opening.

So, is there script language or an Automator action that specifies which Photos Library when importing an image?
