32GB iPad 6th Gen – Full of “System” and “Other” – Best restore practice?

Hey everyone,

live got a 32GB iPad that’s got over 9GB of other and system storage. I’ve read lots and lots of posts on this, including the plug it into iTunes and wait method. I did a restore a couple weeks ago after upgrading to iOS 13 and it had no effect. I plugged it in and unlocked it today and it had no effect.

So I think I’m going to try another backup and restore. However, I seem to recall seeing somewhere that one type of restore actually replaces the OS with a fresh copy, whereas the other just wipes your data and replaces it on top of the old OS. So should I do a restore via iTunes or iCloud?
