Only one output device shown in Catalina Sound Control Panel

My 2018 Mac mini running Mojave shows 3 devices as possible outputs for sound in its control panel – internal speakers, a headphone device plugged-into the headphone jack and the speakers in my display that get sound thru my HDMI cable.

In contrast, my new 2019 iMac running Catalina only shows the internal speakers when nothing else is plugged-in (expected) but when headphones are also plugged-in the internal speakers disappear as a choice and I can only see the headphones as a sound output device.

AppleCare has punted by describing this as "Expected Behavior" but Apple's own documentation on how the Sound Control is supposed to work says that all possible output devices built-into or attached to the computer should be shown for the User to choose from.

Anybody know what is going on?
