Is there a way to escalate a customer service complaint in Apple?

Hi Guys,

I just wanted to know if there's a way to escalate a customer service complaint in Apple other than the usual contact numbers in the website?

I bought an Apple watch and after 9 days, the charging cable went faulty. After checking it, the service provider confirmed that it was a manufacturing defect. It's been 13 days now, and I haven't received the replacement cable yet! I bough another charging cable and I what I actually want now is not a replacement cable, but a refund for the cable I bought…

Any ideas?
